On top of that, enterprises that wait until deadlines such as the National Security Agency&#8217;s (NSA) Commercial National Security Algorithm Suite (CNSA) 2.0 arrive will face compressed migration timelines and higher retrofitting costs than those who start the transition earlier.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why classical cryptography is exposed&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Public key systems secure data using algorithms such as Rivest-Shamir-Adleman (RSA) and Elliptic Curve Cryptography (ECC). Their security depends on the difficulty of factoring large numbers or solving discrete logarithms, so any advance that solves those problems efficiently would undermine the entire scheme at once, not just individual keys.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 1994, Peter Shor developed an algorithm proving that a sufficiently powerful quantum computer could solve both factoring and discrete-logarithm problems efficiently. Because hardware timelines&nbsp;remain&nbsp;uncertain, a&nbsp;<a href=\"https:\/\/arxiv.org\/pdf\/2401.16317\" target=\"_blank\" rel=\"noopener\">comprehensive RAND analysis<\/a>&nbsp;found that a 2023 survey of quantum specialists rated the chance of RSA-2048 being broken within five years as extremely unlikely. Even so, encrypted data created today can stay sensitive for years after it is first collected.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That mismatch between hardware uncertainty and data lifespan creates what experts call the &#8220;harvest now, decrypt later&#8221; problem. Adversaries can capture encrypted traffic today and store it until a capable quantum machine becomes available for decryption, so the risk builds up silently long before the technology itself matures. This is precisely why enterprises need to act ahead of the hardware timeline instead of waiting for it to become certain.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The standards are already in place&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In response to this risk, the U.S. National Institute of Standards and Technology (NIST) closed an eight-year evaluation process in August 2024 by publishing three finalized post-quantum cryptography standards. Although NIST is a U.S. federal body, its cryptographic standards are widely adopted by vendors, standards bodies, and governments around the world,&nbsp;similar to&nbsp;how earlier NIST encryption standards became a global baseline.&nbsp;<a href=\"https:\/\/www.nist.gov\/news-events\/news\/2024\/08\/nist-releases-first-3-finalized-post-quantum-encryption-standards\" target=\"_blank\" rel=\"noopener\">NIST&#8217;s own announcement<\/a>&nbsp;confirms Federal Information Processing Standard (FIPS) 203, known as Module-Lattice-Based Key-Encapsulation Mechanism (ML-KEM), as the standard for encryption. It also confirms FIPS 204, known as Module-Lattice-Based Digital Signature Algorithm (ML-DSA), as the primary standard for digital signatures.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A third standard, FIPS 205, known as Stateless Hash-Based Digital Signature Algorithm (SLH-DSA), relies on hash-based methods instead of lattice math, so it gives enterprises a fallback if weaknesses ever surface in the lattice-based approach.&nbsp;<a href=\"https:\/\/csrc.nist.gov\/news\/2024\/postquantum-cryptography-fips-approved\" target=\"_blank\" rel=\"noopener\">NIST confirms<\/a>&nbsp;that all three standards specify schemes designed to resist quantum attacks. Since they are approved federal standards rather than proposals, enterprises can start implementing them now instead of waiting for further guidance.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The compliance clock is already running&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Government mandates are accelerating the timeline in multiple regions, not just one. In the United States, the National Security Agency&#8217;s (NSA) Commercial National Security Algorithm Suite (CNSA) 2.0 requires software and firmware signing to move exclusively to quantum-resistant algorithms by 2030, with web browsers, servers, and cloud services following by 2033, according to&nbsp;<a href=\"https:\/\/www.entrust.com\/blog\/2022\/10\/nsa-announces-new-post-quantum-resistant-algorithm-suite-2-0-and-transition-timetable\" target=\"_blank\" rel=\"noopener\">the NSA&#8217;s own&nbsp;guidance<\/a>. Comparable transition programs are underway elsewhere too, including efforts led by the European Union Agency for Cybersecurity and national cybersecurity bodies across the United Kingdom, Australia, and Asia.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These mandates extend pressure well beyond any single government, because certificate authorities and browser vendors&nbsp;operate&nbsp;globally and tend to phase out old&nbsp;algorithms&nbsp;years ahead of any one country&#8217;s cutoff. As a result, enterprises anywhere in a regulated or cross-border supply chain will&nbsp;likely need&nbsp;to comply well before the final dates arrive in their own&nbsp;jurisdiction.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Most enterprises are behind on execution&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Despite these approaching deadlines, most enterprises worldwide already recognize the risk without having acted on it yet.&nbsp;<a href=\"https:\/\/postquantum.com\/security-pqc\/digicert-quantum-readiness-outlook-2026\/\" target=\"_blank\" rel=\"noopener\">DigiCert&#8217;s 2026&nbsp;Quantum Readiness Outlook<\/a>, based on a survey of 1,001 IT and security&nbsp;decision-makers&nbsp;across the United States, United Kingdom, and Australia, found that 87% report they are planning, testing, or implementing post-quantum initiatives.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Execution tells a different story from intent, however. The same survey found that only 7% of enterprises have more than half of their digital certificates running on quantum-safe or hybrid cryptography, a gain of less than two percentage points from the prior year, and this gap between planning and deployment shows up consistently across all three markets surveyed.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Three steps enterprises should start on now&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Because migration touches cryptographic libraries, infrastructure, and application code all at once, a full transition will not happen within a single upgrade cycle. Enterprises should first build a cryptographic inventory that&nbsp;identifies&nbsp;where RSA and ECC live across their systems, since this visibility&nbsp;determines&nbsp;how the rest of the migration gets sequenced afterward.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Second, enterprises should pilot hybrid deployments, which run classical and post-quantum algorithms side by side, so that compatibility with existing systems is preserved while new algorithms are tested under real conditions.
